Overview
Buy the Legendary perk first. It sits at tier 3 of the Fishing skill, needs Fishing level 30 and costs 80 essence at the Dragon Shrine (Caldarus). Until then, none of the four can appear.
Each one wants its own weather. Cherry Fish and Leaf Fish need wind, Lightning Fish needs a storm, Snow Fish needs a blizzard, and none take bait. The strike window runs from 18 frames on the Worn rod to 35 on Mistril, so upgrade the rod before you go hunting. Land all four and the Legendary Fish Set is yours.
