Armor totals match at tier 10, so the set bonus decides
Within a class every set ends on the same armor at tier 10, so the bonus and how early you can get it decide the order. Bonuses that compute while the game runs are judged on what the tooltip says.
Sets are ranked inside their class on the set bonus at tier 10, reading the tooltip for bonuses that compute in game, then by how far into progression you reach it. Raw armor is left out because it equalizes.
Each board is a class. Sets rank on the helmet's bonus.
Ranked on the bonus a sword gets at tier 10, then by how soon you can have it.
Ranked on what the bonus does for a gun or bow. Armor totals match at tier 10, so only the bonus separates them.
Mana is nearly free in every set. The ranking is about the bonus after that.
Every summoner set starts with +2 max summons, and the tier tells you what else you get.
