Overview
Gold Stake runs decide this list. A Joker that looks fine on White Stake turn one still has to keep scaling across eight antes here, and most of them can't. A flat +4 Mult card and a X0.2 Mult engine feel identical in ante 1; they are not the same card by ante 6.

Every ranking comes down to three questions: does the effect scale across a full run or cap out fast, how much it costs in dollars and in a Joker slot you could spend on something better, and how early and reliably you can turn it on. A card that needs a rare build to function drops a tier when that build fights your deck; a card that's strong straight out of the shop climbs one.
