Armor and trinkets share a pool, while melee, ranged, magic, summon and tool weapons each draw from their own. Of the 59 enchantments, 36 are all upside and the rest cost you something. The cost modifier runs from -40% to +20%, and the cheap ones are usually the ones that hurt.
