Data from build 21587608, updated
Risk of Rain 2 elites are ordinary monsters with an affix that multiplies their health and damage and adds a gimmick. Blazing, Glacial, Overloading and Mending can appear from stage 1, Gilded from stage 3, and Malachite, Celestine, Twisted and Collective only after you loop. Most can drop an Aspect, the equipment that turns you into that elite.
The Combat Director pays a credit markup to make a monster elite. A Blazing Lemurian costs 6× a plain one, a Malachite costs 36×. That price is why loop elites only show up once the director has the credits to afford them.
With Honor on, every monster spawns elite, so the game swaps in cheaper versions with smaller multipliers. Blazing drops from 4× health and 2× damage to 2.5× and 1.5×, and its markup falls from 6× to 3.5×. The Honor column lists each pair, health first.
