Overview
Tool upgrades are Blacksmithing recipes. You level the skill, bring ingots, and craft the next tier. The recipes charge no gold. They don't consume your old tool either, so you keep it.
Every tool in a tier asks for the same ingots at the same level, which makes the ladder easy to plan.
Steps
1.Level Blacksmithing
Each tier unlocks at its own Blacksmithing level: Copper at 4, Iron at 10, Silver at 16, Gold at 22 and Mistril at 28.
2.Smelt the ingots
Ore turns into ingots at the Blacksmithing station: 10 Copper Ore per Copper Ingot (level 1), 10 Iron Ore per Iron Ingot (level 2), 10 Silver Ore per Silver Ingot (level 4), 10 Gold Ore per Gold Ingot (level 6) and 10 Mistril Ore per Mistril Ingot (level 8).

4 Copper Ingots for Copper, 4 Iron Ingots for Iron, 4 Silver Ingots for Silver, 4 Gold Ingots for Gold and 4 Mistril Ingots for Mistril. The same bill applies to every tool at that tier.

4.Craft the upgrade
Craft the next tier at the Blacksmithing station. No gold is charged. The recipe leaves the old tool in your bag.
